The company, with head office located in Bilbao, is a Spanish-based public company that is engaged in managing the Public Works and Transport Department of the Provincial Government of Biscay. It manages the section of the A-8 within the historical territory of Biscay through the toll-per-use system. This toll will enable the adequate maintenance of the motorway and helps lessen the deficit impinging on the development of new infrastructures. The company was established in 2002 by the Provincial Council of Biscay to administer the east-west high road system under the sustainable criteria of a public service. Its corporate objectives are the management and operation of the A-8 motorway in the section comprised between Basauri and the boundary with Gipuzkoa; the construction and operation through the application of a toll for the use of the Southern Metropolitan Bypass; and the construction of other road infrastructures included in the accessibility system, as entrusted by the Provincial Government of Biscay. It is committed to administering of the A-8 motorway with the highest European standards. One of its principal targets is to combine high customer satisfaction with the adequate management of traffic demand.
